In answer to you question, in most states a commisary is required. For several different reasons
1. you will have a licensed inspected place to clean and sanitize your equipment according to health department regulations.
2. You will access to a sanitary sewer system to dump your waste water.
3. Dependng on if you are preparing raw food it must be done in an inspected licensed faciliy. Food cannot be prepared at home. Your commisary also supplies licensed inspected facilities for food and equipment storage.

My business is in Florida, we are a mobile concession, by law we must return to our commisary every 7 days. For the reasons explained above.
